Reporting to the IS & T Director, the IS Manager is tasked with maintaining and enhancing the day-to-day IS operations of Long Beach Transit's corporate information systems environment. Leading a team of approximately seven individuals, this position is responsible for the maintenance and operation of the back-end computers and communication infrastructure, and of the IT Help-desk.

With a total of 470 Bus Operators, we have 228 buses (including standard buses as well as our smaller Passport vehicles, and others) in service at any one time. We plan to continue offering a wide range of transportation options to Long Beach, and to remain ahead of the curve for public transit.
Duties and Responsibilities
More specifically, the individual in this role:
Manages and supervises the IT staff, including scheduling, development, evaluation and disciplinary actions
Manages the implementation and administration of corporate IT infrastructure including Intel Servers, Unix Servers, Storage Area Network, LAN and WAN, VPN access, server virtualization and telephone systems
Designs, implements, and administers data backup and archival systems
Manages the IT Helpdesk Team including the monitoring of day-to-day activities and the prioritization of projects and group responsibilities
Practices asset management for IT hardware, software and equipment
Ensures security compliance, creates and maintains IT policies and procedures, disaster recovery capabilities, monitors and reports IT performance metrics
Manages IT vendor relationships to ensure that all critical software components are covered by adequate maintenance contracts
Creates and maintains project and system related documentation
Benchmarks, analyzes, reports on and makes recommendations for the improvement and growth of the IT infrastructure and IT systems
Assists the IT Director in the strategic growth of the IT department including the preparation of budgets, capital and operational expenditures, hiring of key IT staff and the development and presentation of key IT recommendations to company management
Assists the IT Director to develop and maintain service level agreements (SLA) between IT and its key stakeholders.
Serves as the focal point for all in-house client user questions, requests and issues and manages them through to completion within SLA guidelines. Ensures high user satisfaction as measured by user satisfaction surveys
Takes action to correct and/or report unsafe conditions or actions to the Safety Officer; insures that personal protective equipment is worn when necessary; investigates and reports all accidents and incidents, and issues warnings per disciplinary procedures for violations of company safety and health procedures
Qualifications
Bachelor's degree required, plus at least eight years of overall IT experience, with at least five years of current hands-on project management experience, leading projects that involve both systems development and configuration, including database design, development and delivery
Ability to exercise judgment in analyzing, appraising, evaluating, and solving problems of a difficult procedural or technical nature.
Must possess excellent communication (oral and written) and problem-solving skills
Must have strong interpersonal/organizational skills
Must maintain superior customer service at all times with all users
Must be willing to handle a wide range of IT responsibilities, including user support functions
Project management experience with managing web and database projects, Java, XML, web models, SQL Server and Oracle toolsets
Contract negotiation/vendor relationship skills are needed
Must have strong knowledge of installation, configuration, deployment, and patch management of Microsoft Windows 2000/2003 and AIX Unix servers
Working knowledge of database management including Microsoft SQL 2000/2003 and Oracle 10g
Experience with Microsoft Exchange 2000/2003 and Active Directory, Windows Vista and XP operating systems
Experience with enterprise storage system and storage area network
Experience with VMware server virtualization infrastructure
Experience with working with backup and data archival systems
Salary Structure
$ 5,323 - $ 8,236 per month (DOQ). Long Beach Transit offers an attractive benefit package, which includes vacation, sick and holiday pay along with full medical, dental and vision coverage. We also provide employee assistance, tuition reimbursement, deferred compensation, company paid pension plan and other benefits.
