This position reports to the Manager of Government Relations. The purpose of this position is to represent the interests of the company while coordinating programs with federal, state, regional and local elected and administrative officials and their offices. This position is also responsible for developing grant applications, monitoring legislation and regulations, and obtaining needed revenues for the company.

Here's a quick look at the organization you will join: we provide 22x7 public transportation for Long Beach and other neighboring cities. With a total of 470 Bus Operators, we have 228 buses (including standard buses as well as our smaller Passport vehicles, and others) in service at any one time. We plan to continue offering a wide range of transportation options to Long Beach, and to remain ahead of the curve for public transit.
Duties and Responsibilities
Strengthens and maintains excellent working relationships with local, regional, state and federal elected and administrative representatives; responds to requests for information or assistance; and represents the company before various legislative, governmental, and community bodies.
Monitors local, regional, state and federal legislation and regulations that may impact the company's operations and transportation funding and processes, and briefs public officials on the company's positions and funding needs.
Coordinates with advocacy agencies to secure avenues of funding and appropriation requests, and resolves issues with state or federal administrative agencies.
Develops and recommends positions on and amendments to proposed legislation and regulations. Communicates directly with elected officials and staff to convey these positions. Testifies at hearings as needed.
Researches current MTA funding guidelines and policies and analyzes the impact on the company.
Participates in meetings with regional agency working groups, municipal transit operators, and federal, state, regional and local committees pertaining to relevant issues affecting the company.
Seeks new funding sources for the company, and works to protect existing funding sources.
Develops and writes grants for discretionary funding opportunities; collaborates with Grants Administrator and Grants Accountant in meeting grants requirements and tracking funds.
Develops annual contracts and fees for cities in service area.
Identifies and maintain contact with key community, business and government organizations representing Long Beach Transit.
Disseminates to various company departments, as appropriate, the information, plans, input and concerns expressed by groups with which liaison is maintained.
Contributes to the preparation of the company's Short Range Transit Plan and other documents.
Functions as point person for air quality issues and grant funding opportunities.
Complies with all safety regulations as stated in the company safety program, and reports safety-related accidents, incidents, and unsafe work conditions. Attends safety-training programs as required.
Other duties as assigned.
Qualifications
Bachelor of Arts/Science in Political Science, Public Administration, Communications or related field is required.
Master's degree is desired.
Must be a self starter, with a minimum of three years experience in government/legislative relations, public relations or a similar field.
Experience related to transit is preferred. PC skills in word processing required.
Excellent written, oral, and presentation skills required.
The ability to effectively interface and establish/maintain effective working relationships with colleagues and elected officials is critical.
Possession of a current valid Class C driver's license and good driving record essential.
Some travel may be required, as well as a willingness to work evenings and weekends as needed.
Successful candidate must pass company/DOT physical which includes drug and alcohol screen.
Salary Structure
$4,369 - $5,350 per month (DOQ), with excellent fringe benefits.
