Summary

It is the mission of Long Beach Transit to provide public transportation services that enhance and improve the quality of life for the people in our community. The Service Development Planner accomplishes this by using his or her technical expertise in service planning and knowledge of transit operation performance data analysis to make effective recommendations and prepare reports and study findings for system-wide continuous improvement and assurance of quality service. This Service Development Planner supervises the Service Development Assistant and Operations Specialist.

With a total of 470 Bus Operators, we have 228 buses (including standard buses as well as our smaller Passport vehicles, and others) in service at any one time. We plan to continue offering a wide range of transportation options to Long Beach, and to remain ahead of the curve for public transit.

Duties and Responsibilities

  • Prepares and disseminates transit data and reports in compliance with Federal and State funding agencies. These reports include, but are not limited to, Short Range Transit Plan (SRTP), Title VI Compliance, the National Transit Database (NTD), Section 15, APTA, Jurisdictional Ridership and Bus Stop Improvement Plan.
  • Monitors and evaluates the efficiency and effectiveness of service delivery by applying computing database skills and statistical methods to existing LBT operation data sources including the Automatic Passengers Counting (APC) program and the GFI Farebox.
  • Participates in the development of an integrated transit database on bus stops, ridership trends, customer complaints and monitoring performance measures.
  • Reviews operating schedules, work runs, and all work assignments as compiled in the HASTUS scheduling program for accuracy and compliance with agency policies, labor provisions, and regulations.
  • Performs advanced functions required by the current HASTUS scheduling software to report and analyze transit operation characteristics and resources allocation accuracy.
  • Monitors on-time vehicle performance and produces monthly performance reports.
  • Prepares cost scenarios based on scheduling and run cutting techniques in the development of service change recommendations.
  • Performs a variety of studies regarding routing design, passenger travel surveys and market research analyses to recommend service improvement ideas.
  • Applies statistical methods and relational database programs to collected transit data related to service planning activities.
  • Complies with all safety regulations as stated in the company safety program, and reports safety-related accidents, incidents, and unsafe work conditions. Attends safety-training programs as required.
  • Other duties as assigned.

Qualifications

  • A BS/BA degree in transportation planning, public administration or a related field. A Master Degree may substitute for two years work experience.
  • A minimum of five years of progressively responsible work experience in public transportation areas is highly desired.
  • Must have knowledge of market research and statistical theories and methods.
  • Proficient with Microsoft work environment software including Excel, Access and Power Point.
  • Proficient in transit scheduling software, preferably HASTUS.
  • The ability to communicate effectively orally and in writing is a must. Strong organizational and analytical skills are essential.
  • The ability to gather data and prepare clear and concise reports, to establish and maintain effective working relationships with others and to work independently is required.
  • Applicants must have a solid understanding of transit planning practices as it relates to bus operations, ridership analysis and land use integration.
  • Must have knowledge of and/or experience with transit technology including passengers counting system and vehicle technology.
  • Supervisory experience in transit survey data collection, customer survey design and on-board transit survey data analysis.
  • Experience performing spatial data analysis and mapping presentation using ArcGIS.
  • A safe driving record is required.

Salary

$4,369 to $5,350/month (DOQ), with excellent fringe benefits.
