Summary

The mission of Long Beach Transit is to provide public transit services that enhance and improve the quality of life for the residents of our community. The position of Buyer helps to ensure the mission is achieved by purchasing a variety of commodities and services for use by all departments, with the primary focus on the Maintenance Department. Responsible to assist the Department Manager in all Purchasing and Stores duties, performs complex procurements in line with local, state and federal requirements.

Here's a quick look at the organization you will join: LBT maintains a fleet of 228 buses, which includes 60-ft. articulated coaches, a growing number of hybrid gasoline-electric engine coaches, and 30 smaller shuttle coaches. LBT has two operating facilities in the city of Long Beach and has nearly 800 employees.

Duties and Responsibilities

  • Receives and analyzes requisitions from various departments for the purchase of a variety of materials and services. Confers with department managers or their designees concerning requirements.
  • Assists other Buyers and the Manager, Purchasing and Stores in all other areas of procurement and contract negotiations as required. Assists in the preparation of technical specifications and scopes of work
  • Locates the source for emergency parts orders to optimally support the Maintenance Department. This includes bus parts and facility equipment items
  • Prepares and issues informal and formal procurement documents. (IFB/RFP/RFQ) Facilitates pre-proposal, pre-bid conferences, job walks, proposal and public bid openings
  • Analyses bids and proposals to determine vendors from whom purchases shall be made, considering such factors as conformance to specification, pricing, delivery time, terms and reputation of vendor
  • Works closely with internal customers to resolve contractual and vendor related issues. Assists the department in meeting annual DBE participation goals. Conducts vendor visits/reviews as necessary
  • Develops, finalizes, and issues Notice of Surplus Sales (NSS) of Agency surplus supplies, assets and vehicles
  • Complies with all safety regulations as stated in the company safety program, and reports safety-related accidents, incidents, and unsafe work conditions. Attends safety-training programs as required
  • Other duties as assigned.

Qualifications

  • Bachelor's degree (B. A.) from four-year college or university in administration, purchasing or related field
  • Three (3) years of purchasing/contracting experience or an equivalent combination of education and experience within the automotive/bus maintenance environment.
  • Must have knowledge of public contracting principles and procedures including contract types (FFP, CPFF, T&M) and procurement methods (IFB/RFP/RFQ).
  • Experienced in applicable State and Federal contracting laws, business law, UCC, FAR and FTA regulations.
  • Must have experience developing specifications for bus and automotive procurements; negotiating and problem solving strategies.
  • Experience with maintenance, repairs and Operations procurements (MRO buyer) is essential.
  • Experience with automated purchasing systems, word processing, (Microsoft Word) and spreadsheets (Microsoft Excel).
  • Procurement within a transit operations environment desirable.
  • Experience in inventory cycle count procedures and year-end physical inventory process.
  • Must be able to communicate effectively, precisely and persuasively both written and orally.
  • Ability to manage multiple projects in a timely manner; develop, analyze and coordinate negotiated procurements.
  • Must be able to read specifications and understand bus/automotive mechanical operating systems.
  • Experience identifying and developing policy and procedural improvements.
  • Ability to establish and maintain effective and productive working relationships with internal and external customers.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and effectively communicate to managers, clients, customers, and the general public.

Salary Information

Grade 11 - Starting salary range $4,369/mo. - $5,350/mo. (DOQ) with excellent fringe benefits.
