Summary
The Manager, Operations reports to the Executive Director/VP Operations & System Security and is the individual in charge when the Director is not available. The Manager, Operations plans, organizes and manages the activities of the Operations Department to ensure that bus service is provided in the most efficient, safe, productive and cost effective manner to all Long Beach Transit customers.

Here's a quick look at the organization you will join: we provide 22x7 public transportation for Long Beach and other neighboring cities. With a total of 470 Bus Operators, we have 228 buses (including standard buses as well as our smaller Passport vehicles, and others) in service at any one time. We plan to continue offering a wide range of transportation options to Long Beach, and to remain ahead of the curve for public transit.
Duties and Responsibilities
- Plans, manages, and evaluates the training of Lead Supervisors, Operations Supervisors and Operations Assistants.
- Reviews operations reports, including dispatch logs, daily operations reports, accident/incident reports, customer comment forms, and supervisors' reports. Ensures accuracy, thoroughness and timely completion of reports and compliance with policies, standards, contracts and legal requirements. Advises Director on system status, including exceptions, issues and challenges.
- Develops annual objectives and work plans for the Strategic Business Plan.
- Oversees the coordination and scheduling of Operators' vacations, planned absences, and unscheduled absences.
- Plans, manages and evaluates performance of Operations staff personnel.
- Conducts disciplinary investigations, hearings and counseling sessions; testifies at hearings and court as needed. Participates in the resolution of the first step grievances.
- Develops and recommends departmental operating budget. Oversees and adheres to department budget. Responsible for creating and maintaining purchase orders; and payment of department invoices.
- Maintains and updates procedure manuals for field supervision, dispatching functions, communications/radio functions and Extra Board scheduling.
- Administers the Labor Agreement by guiding staff and ensures all actions are in compliance with Long Beach Transit's policies, rules, procedures, regulations, and practices.
- Ensures that each level of supervision and all employees are made aware of the elements of the safety program, and that those elements are implemented. Ensures that proper training is being provided, and that employees are working in a safe manner.
- Presides over special projects and committees as required.
- Other duties as assigned.
Qualifications
- A college degree is desirable.
- Supervisory experience should include a minimum of 4 years supervision/management with strong labor relations experience and/or experience in the administration of labor agreements. The scope of the experience must have provided an opportunity to acquire knowledge of:
- modern managerial techniques necessary for organizing, implementing and executing operating plans;
- Federal, State and Local Laws governing transit systems;
- establishing routes and schedules;
- estimating personnel requirements;
- training;
- safety;
- labor relations; and
- effective motivation and communication methods.
- This position requires working evenings, weekends and holidays.
- Must possess or have the ability to maintain/obtain a valid Commercial Drivers License (Class A or B) with air brake and passenger endorsements and a valid Medical Examiner's Certificate.
- A safe driving record is required.
