The Requirements

To be a good fit for the Infrastructure Manager opportunity you should have:
  • 5 to 10 years of experience in a maintenance management capacity with knowledge in facility equipment operations, material management and quality control.
  • A degree and/or state certification in engineering, architecture, or related field is a plus, and a background in civil engineering would be ideal.
  • The ability to read plans and drawings; working knowledge of AutoCAD systems is a plus.
  • Computer literacy and experience in MS Office, MS Project and maintenance management systems.
  • A valid CA Class C license and a good driving record.
  • The ability to use data in decision-making and in measuring performance.
  • A collaborative approach to leadership.
  • Strong problem solving skills.
  • The ability to manage day-to-day activities and also envision the future.
Experience with the following is preferred but not required:
  • The transit industry.

The Role

Reporting to the Executive Director and Vice President of Maintenance, you will provide leadership to 2 Facility Supervisors (who oversee 3 Technicians and 13 custodians) and a Stops and Zones Supervisor (who oversees 9 Technicians). You'll also have support from a Facilities Engineer, although this person is not a direct report.

In this role you will be responsible for the daily planning, directing, supervision and control of the facilities and properties, including bus stops and bus zones. This will include developing organizational goals and forecasting the department's budget and future needs. The facilities include:
  • LBT1 at Anaheim & Cherry, including administrative offices and operational facilities for about two thirds of our fleet. It includes seven buildings on eight and a half acres.
  • LBT2 at 68th & Cherry, with operations for our CNG buses, the other third of the fleet. This site is ten acres with five buildings.
  • The Transit & Visitor Information Center at 1st & Pine.
  • A large number of bus stops and bus zones, primarily in Long Beach but also in neighboring cities.
The position involves both strategic and tactical elements. You will invest about 50% of your time in overseeing maintenance and operations in the facilities, about 30% in maintaining and operating the bus stops, and about 20% in coordinating projects, such as rehabilitating facilities, replacing equipment and bus stop construction. More specifically, you will:
  • Maintain all facility equipment by establishing and maintaining a facility preventive maintenance program.
  • Determine facility operating and capital budget needs and organize priorities based on the maintenance department's daily needs.
  • Establish maintenance standards and work procedures of building systems, including MEP, service equipment, fueling equipment, and heavy vehicle service equipment.
  • Review existing maintenance work procedures, establish an inspection program, develop quality standards, review and analyze component failures and recommend corrective action.
  • Prepare and write scopes of work for facility maintenance projects.
  • Coordinate and procure architects and engineers for facility maintenance projects.
  • Interview, evaluate and help select prospective construction companies.
  • Manage capital and operations budgets for department.
  • Coordinate with the Facility Engineer in regards to new construction projects and perform/manage construction management for capital projects as needed.
  • Insure that each level of supervision and all employees are made aware of the elements of the safety program, and that those elements are implemented. You'll assure that proper training is being provided, and that employees are working in a safe manner.
  • Take action to correct and/or report unsafe conditions or actions to the Safety Officer. This will include insuring that personal protective equipment is worn when necessary, investigating and reporting all accidents and incidents, and issuing warnings per disciplinary procedures for violations of company safety and health procedures.
  • Handle other duties as assigned.
