Contracts Manager / Senior Buyer

Overview
The Contracts Manager / Senior Buyer is responsible for the entire purchasing life cycle—from identification of the requirements to contract administration—ensuring the organization is utilizing the most effective purchasing strategies for individual purchases and for the totality of his/her buying responsibility. The Contracts Manager / Senior Buyer performs complex senior-level procurement work in support of contract administration activities for capital projects and services. Other areas of responsibility include developing, compiling and presenting Key Performance Indicators (KPIs) to assist the agency in achieving its organizational goals.

Responsibilities
- Adheres to best-practice purchasing strategy, process and results.
- Manages complex high-dollar acquisitions.
- Participates in cross-functional purchasing committee leadership.
- Manages all aspects of Request for Proposals (RFP), Request for Qualifying Information (RFQI), Information for Bid (IFB) and Request for Quote (RFQ) process. Quick question for you - click here

- Improves supplier sourcing, partnerships and performance.
- Manages contract administration, oversight and compliance.
- Manages every aspect of complex acquisitions requiring long-term contracts/agreements, ranging from vehicle Maintenance, Repairs, Operations (MRO) to technology systems buys.
- Conducts effective evaluations/analysis and determines best purchasing strategy for an upcoming buy, including; a) price analysis, b) lease vs. buy analysis, c) operating capital vs. lease analysis; d) sole/single justifications; e) market surveys; and f) technical evaluations.
- Partners across organization to plan and determine future purchasing needs by creating a purchasing plan, and providing full and open competition to the maximum extent possible.
- Participates in agency-wide decision making through collaboration with the Executive Leadership Team (ELT) and the KPI Team.
- Provides leadership in planning, organizing and managing integrated purchasing committees, from identification of requirements through contract administration.
- Develops, reviews and amends formal solicitations, RFPs and IFBs in accordance with Long Beach Transit (LBT) policies and procedures and applicable state and federal rules and regulations.
- Analyzes bids and proposals for responsiveness and responsibility and specifications conformance.
- Prepares award documentation and contractual agreements.
- Researches and evaluates suppliers based on best value.
- Creates successful supplier relationships, including expediting orders, resolving actual and potential delivery problems, implementing root cause corrections, as well as streamlining processes as necessary.
- Practices excellent negotiating strategies to procure the highest quality and timely acquisitions at the best possible price and in the correct amounts.
- Negotiates contracts, costs, terms and conditions.
- Tracks and compiles agency KPIs and other measurement reports to achieve organizational goals.
- Ensures statements of work are closely aligned with performance outcomes and cost estimates.
- Manages all aspects of contract administration, compliance and oversight.
- In partnership with the Purchasing Manager, contributes to a more consistent, cost-effective and standardized centralized purchasing process across the full procure to pay cycle.
- Purchases a broad range of buys, such as software systems, construction services, bus parts and vehicles.
- Plans, organizes and negotiates large complex acquisitions requiring long-term contracts.
- Uses the agency's software systems to create accurate, informative and timely reports.
- Other duties may be assigned.

EDUCATION and/or EXPERIENCE:
- A bachelor's degree from an accredited university is required, with emphasis in Business or Supply Chain Management preferred. A minimum of five (5) years in procurement and contract management is required. An equivalent combination of experience and education may be substituted.
- Experience with Federal Transit Administration (FTA) and public-funded procurements is desirable.
- Experience managing internal stakeholder relationships and effective communication skills at all levels throughout the organization is preferred.
- Certification by a recognized professional organization is desirable.
